The Baronial Charter
The Baronial Charter is the foundational constitutional instrument of the Noble Baronial House of Hamelin.
It defines the authority of the House, the office of the Baron, the custody of symbols, and the internal law by which continuity, ceremony, and obligation are governed.
The Charter derives its authority from the historic continuity of the title of Baron Hamelin and from its lawful re-recognition and active exercise in the present day.
It is promulgated by the Baron as Head of the House and remains binding upon all House members, officers, members of the Council, and all persons acting under the authority of the House.
The Charter governs, among other matters:
The Charter is public in its declaration of principles and structure, and private in its internal application and enforcement.
It is not an instrument of political sovereignty, but a governing document of an historic and ceremonial institution, exercised in accordance with law, custom, and restraint.
The Charter may be amended by the Baron acting in full authority, following consultation with the Baronial Council where appropriate.
Interpretation of the Charter rests exclusively with the Baron, whose determination shall be final within the House.
The Charter entered into force upon its promulgation by the Baron and remains in effect unless amended or superseded in accordance with its provisions.
